Rogue Roofer Ordered to Pay Thousands After Defrauding Customers

A roofer who left homeowners across Cornwall significantly out of pocket has been sentenced following a successful prosecution by Cornwall Council’s Trading Standards team.

Ross Cheal, 46, of Angarrack, Hayle, admitted to a single count of fraud during an earlier court appearance.

As director of Giant Roofing Ltd, Cheal defrauded customers between May 2020 and April 2023 by making false representations about roofing work at multiple properties. His fraudulent actions caused delays, substandard workmanship, and left repairs unfinished. Victims were forced to pay additional sums to correct the poor-quality work, with the total financial loss estimated at £50,000.

Trading Standards officers highlighted seven cases where Cheal’s conduct fell below professional standards expected in the roofing industry. Customers were left frustrated and burdened with unforeseen financial costs.

On January 9, at Truro Crown Court, Cheal was sentenced to 20 months in prison, suspended for two years. He was also ordered to pay £29,541 in compensation to his victims and £5,000 towards Cornwall Council’s court costs.

Councillor Martyn Alvey, portfolio holder for Public Protection at Cornwall Council, condemned Cheal’s actions, saying:
“This is another unfortunate example of customers being hit financially by traders and businesses who take no care in the quality of their work, and then actively mislead customers to avoid their responsibilities.

“We always look to provide advice and guidance to businesses where possible, but sometimes there is no alternative but to take formal action, and we hope that this prosecution sends a strong message to others.”

The Council urges consumers to research traders carefully and consult reputable sources to avoid falling victim to similar practices.
