Cornwall Council has issued a stern warning that abuse or violence towards its staff will not be tolerated, following a shocking incident last summer in which a Civil Parking Enforcement Officer was physically assaulted. The attack occurred after the officer issued a Penalty Charge Notice to a driver who had parked in violation of traffic regulations.
The assailant, 32-year-old Luke Pentecost of Falmouth, became verbally abusive before physically attacking the officer. Fortunately, the officer did not sustain significant injuries. The incident was promptly investigated by the police, and Pentecost was charged with assault.
On January 16, 2025, Pentecost appeared at Truro Magistrates’ Court, where he pleaded guilty to the offence. He was handed a 12-month community order, a 20-day Rehabilitation Activity Requirement, and a 120-day Alcohol Abstinence Requirement. Additionally, Pentecost was ordered to pay £85 in costs to the Crown Prosecution Service, a £114 surcharge to the court, and £150 in compensation to the victim.
Councillor Martyn Alvey, Cornwall Council’s portfolio holder for enforcement, condemned the attack, stating, “This type of behaviour is totally unacceptable. This man’s actions were disgraceful, and I’m thankful for the police and the Crown Prosecution Service for investigating and bringing the case to court.”
Alvey emphasized the council’s zero-tolerance stance towards abuse, violence, or aggression directed at its staff. “We will not tolerate any form of abuse towards our employees. Should incidents like this occur, we will notify the police and ensure that those responsible face the consequences,” he added.
The council hopes this case serves as a stark reminder to the public that aggressive or violent behaviour towards staff will result in legal action. Cornwall Council remains committed to ensuring the safety and well-being of its employees as they carry out their duties.
The incident has sparked renewed calls for respect and understanding towards enforcement officers, who play a vital role in maintaining order and safety on Cornwall’s roads.
